and yes Balanced Trade in a way can mean decreasing trade deficits. deficit is decreased to move to a balanced side.

A is wrong coz contract negotiations will not solve problems for all categories of pub-workers
B is wrong coz outlawing the strikes of all category workers doesnt mean there are no substitutes for their services
C is RIGHT coz its properly agrees with the arguement provided in the 1st sentence and the proposal provided in the 2nd sentence.
D is wrong coz "private sector" is outside the scope
E is wrong coz it contradicts with the proposal made in the 2nd sentence.

Are the tougher CR questions in OG Verbal guide evenly distributed throughout the section or found more towards the end?
I suddenly felt that the questions were lot harder as I came towards the end of the section.
I felt a similiar trend with RC too..

I feel that in Verbal Section contrary to Math Section, the difficulty increases to a point and then decreases again, like a wave of the sea.
It is not important if the questions are at the beginning or at the end.
