Hi All, Has the notification for CSAT 2015 released?

civil service exam notification has to come on 23 may. there are 

Total post 1129...all candidates who appeared in 2011 but dont have attempts are eligible to appear..csat qualifying. marks will not be counted.for ranking

would just filling the form would be counted as an attempt?
