The waitlist movement depends on a number of factors for both domicile and non-domicile students, and we cannot guarantee anything as of now.
Last year, even though the waitlist was extensive, people managed to convert under the domicile category. I would suggest you keep a check on your waitlist rank.

Having the state domicile certainly gives you an advantage and increases the chances of conversion. However, hope you understand it depends on other factors, like, responsiveness of students from the first merit list and the criteria changes every year.
