For JE Commercial, I am not able to proceed without entering PG details. Notification clearly says only Bachelors in engineering is enough. Can somebody explain?

I need a clarification regarding this-if a candidate has applied for AAI ATC exam with caste as OBC non creamy layer and got selected ,but failed to present OBC certificate then will his candidature is disqualified/rejected or he will be considered as Unreserved category?
