I want to shift to HR domain, interested in CSR activities. Have bit of experience in recruitment in current company. I want a 1 year course suiting my needs in India/ abroad. It should not be very costly, within 12-15 lakhs at most. Please guide me.

Perhaps a better question to ask would be the business schools that you want to go to, instead of the country that you want to study in - this would be a more suitable mindset to be in. I have friends who want to study abroad for the sake of studying abroad - to them I say, why don't you just take a leisure trip there instead?
If I calculated correctly, your budget for an MBA education is around S$34,000 (I'm Singaporean), I assume this would be your tuition fees only. How much are you willing to spend on your living expenses overseas? If the answer is not much, then Europe, US, and AUS would be out of the question - expect to put aside at least S$70,000 to S$80,000 (or 3.1m to 3.5m INR) in total - this expenses can vary significantly depending on where you choose to stay, your food, and other activities outside of schools.
If your reason for going to the aforementioned countries is to enroll in a reputable school there, good news is, you don't have to travel that far for an education - many of the international business schools have campuses or university partners in Singapore -

One of my advice to fellow forumers who are looking to study in Singapore would be to apply for scholarships here - if you're able to perform very well academically, your education here will be free - that's because we have grants that pay for your tuition fees in full, and most of these grants are based on merit, therefore it doesn't matter whether your a local or international student - if you are academically inclined, you get money to study (and more - like travel, and even stay). To give you an example of a scholarship available for international students in our local universities -
NUS-APEC Scholarship:
One APEC Scholarship, funded by the Singapore Ministry of Education, is awarded annually to candidates from APEC member economies who are admitted to the Full-time NUS MBA programme.
Eligibility requirements:
Applicants from the 20 APEC economies, excluding Singapore
Admitted to full-time NUS MBA
Selection Criteria:
Overall qualifications of the candidate
Candidates who have not previously studied abroad
Preference will be given to government officials

University partners deliver their programs indirectly to students - these are international schools that do not have physical campuses or their own team of professors here; instead, their curriculum and programs are delivered through a local private institution - for example http://www.coursesinsg.com/2012/06/mba-program-fees-singapore-business.html. There are 14 MBA programs offered by the 3 Singaporean Business Schools - NUS Business School, Nanyang Business School and SMU Lee Kong Chian School of Business. The average tuition fees is about 27 lakhs, but there as mentioned, there are many scholarships that will help to subsidise your education.
