About the PAHAL (DBTL) Scheme – Pratyaksh Hanstantrit Labh (Pahal) scheme
is a Direct Benefit Transfer of LPG subsidy scheme which was re-launched in IInd
phase in all (622) the districts of the country on January 1st 2015.
The main objective of the scheme is to provide LPG gas cylinders at a subsidy
rate. LPG Cylinders are sold at market rates to the consumers who are
registered under the scheme and they get the subsidy directly into their bank
accounts.
In the Ist phase it was launched
in 54 districts on November 14 2014. Earlier PAHAL scheme was launched by the UPA
Government on June 1, 2013, with the objective of giving cash subsidy on
cooking gas and it covered 291 districts.
Note: Under
the previous scheme, it was mandatory to have the Aadhar number for all
consumers who want to receive the LPG subsidy. However, the new scheme has made
available the LPG subsidy to all consumers. Consumers who don’t have Aadhar
card, they should have a bank account to avail subsidy under scheme.
How to avail subsidy under PAHAL Scheme?
Under the modified scheme,
consumer can avail the LPG subsidy by following two options:
1. With Aadhar number – Consumers who have Aadhar number, they
have to link the number to the bank account to avail the LPG subsidy.
2. Without Aadhar number – Consumers who doesn’t have Aadhar number,
they need a bank account to join the scheme and avail the LPG subsidy. They
have to link their bank account number with 17 digit LPG connection ID. Consumers
have to provide the bank details (account holder’s name, account number, and
IFSC code) to the LPG distributor of his location, which will be save in the
LPG database.
Important Points:
1. Under the
scheme, consumers should have bank account to avail the LPG subsidy.
2. The
consumers who have registered under the scheme will get cylinders at subsidized
rate for three months from November 15, 2014 to February 14, 2015.
3. Consumers have to buy cylinders at market
rates, but they will receive the subsidised amount in their bank account once
they become Cash Transfer Compliance (CTC) consumers.
4. When consumers become a Cash
Transfer Compliance (CTC), a one-time advance will be given to consumers. This
is known as the permanent advance and will remain fixed for a financial year.
4. The
subsidies will be debited to the consumers’ bank account according to their entitlement
of subsidized cylinder
5. Consumers will
get LPG cylinders at market price for next 3 months, and subsidy amount will be
given back to them if they join the scheme between 15th February 2015 and 14th
May 2015.
6. Consumers
who do not join the scheme before 15th May 2015, will get the
cylinder at market price, however, cash subsidy will not be admissible.
