The ASEAN Summit 2015 was in news recently and could be
important for your exams.

The Association of Southeast Asian Nations’ (ASEAN) 27th
summit was held on November 21, 2015 at Kuala Lumpur, Malaysia based on the theme
Our People, Our Community, Our Vision’. The meet took place from 18-22 November, chaired by Malaysian Prime
Minister Najib Tun Razak. It was attended by leaders of the 10 member states –
Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar,
Philippines, Singapore, Thailand and Vietnam.

Declarations

Declaration on the
Establishment of the ASEAN Community

·
This declaration reaffirms the members’
commitment to the ASEAN Charter, which stands for their “collective will to
live in a region of lasting peace, security and stability, sustained economic
growth, shared prosperity and social progress”.

·
It recognises the efforts in implementing the roadmap
for an ASEAN community (2009-2015), comprising the ASEAN Political-Security Community,
the ASEAN Economic Community and the ASEAN Socio-Cultural Community Blueprints,
as well as he Initiative for ASEAN Integration (IAI) Work Plan II and the
Master Plan for ASEAN Connectivity.

It acknowledges the significance of the Treaty
of Amity and Cooperation in Southeast Asia and other major ASEAN instruments to
maintain a peaceful region, which contributes in building the community.

·
It underlines the members’ aspiration towards setting
up a truly rule-based, people-oriented, people-centric ASEAN Community.

Kuala Lumpur
Declaration on ASEAN 2025: Forging Ahead Together

·
It recognises that the rapidly changing geostrategic
landscape continues to present opportunities as well as challenges which
require ASEAN to respond proactively.

·
It underlines the commitment made under the
Bandar Seri Begawan Declaration and the Nay Pyi Taw Declaration that sets out
the direction for a politically-cohesive, economically-integrated and socially-responsible
ASEAN.

·
It emphasises the significance of implementing
the Report and Recommendations of the High Level Task Force on strengthening
the ASEAN Secretariat and reviewing the ASEAN Organs which was endorsed at the
25th Nay Pyi Taw Summit.

·
It directs the Secretary-General of ASEAN to
monitor and report the progress of implementation of the ASEAN Summit annually
through the ASEAN Coordinating Council and other community councils.

Declaration on ASEAN
Post-2015 Environmental Sustainability and Climate Change Agenda

·
It takes cognizance of the need to address global
and transboundary environmental concerns and ASEAN’s obligations to its people
to achieve sustainable development.

·
It affirms members’ commitment to bolster international
cooperation to take the sustainable development agenda ahead by achieving
internationally agreed development goals. It also affirms a commitment to
support global efforts to address climate change at the United Nations
Framework Convention on Climate Change.

·
It notes the improving environmental quality and
the adverse effects of climate change on socio-economic development, health and
the environment in the ASEAN region.

·
It also notes that rapid economic development makes
dealing with unsustainable consumption and production patterns difficult.

·
It recognises the need to adopt a holistic
framework for strategic decision-making to address the challenges of environmental
issues like global warming, transboundary pollution, limited water supply, loss
of biodiversity and coastal environmental degradation.

·
It commends the successful conclusion of the
ASEAN Project on Rehabilitation and Sustainable Use of Peatland Forests in
South East Asia (2009-2014) and the Sustainable Management of Peatland Forests
in Southeast Asia Project (2010-2015).

·
It encourages innovative financing options to
promote investment in research and development of climate-friendly technologies
for deployment in the ASEAN states, in line with their respective national
priorities.

·
It agrees to explore means of enhancing regional
cooperation efforts for delivering demonstrable improvements in achieving a
vision of haze-free ASEAN by 2020 through development of an ASEAN Haze-Free
Roadmap.

·
It will promote sustainable water resources management
through Integrated Water Resources Management (IWRM), Integrated River Basin
Management (IRBM) and transboundary water cooperation initiatives within ASEAN
by improving efforts to implement the new ASEAN Strategic Plan of Action on
Water Resources Management.

·
It declares to garner financial support and
cooperation to build capacity for ASEAN member states in achieving
environmental sustainability and climate resilience, and to develop a
sustainable plan to streamline funding and maximise contributions towards
effectively addressing environment and climate change issues at national and regional
levels.

· These are the main agreements signed during the ASEAN Summit
