Registration of FIR in cognizable offence must: SC

● SC’s five judge constitutional bench ruled that Registration of an FIR in cognizable offences is mandatory.

● SC also said that no preliminary inquiry by a police official is permissible as a condition for registering FIR in cognizable offences and action must be taken against police officials for not lodging a case in such offences.

● Preliminary enquiry can be conducted in other cases to find out whether the offence is cognizable or not and such probe must be completed within seven days.

● The ruling came on a petition filed seeking clarity on the process of police investigations.

SC panel to probe harassment allegations against former judge

● Supreme Court on 12th November ordered a 3-member committee to be set up to probe allegations of sexual harassment against a former apex court judge.

● The committee members are justices RM Lodha, HL Dattu and Ranjana P Desai

Navy commissions Advanced Light Helicopter squadron

● The first Advanced Light Helicopter (ALH) squadron was commissioned on 12th November by Western Naval Command in Kochi and the commissioning ceremony was held at INS Garuda

● The ALH, named Dhruv, is the first indigenously designed and manufactured helicopter built by the Hindustan Aeronautics Limited

67 percent voters defy Maoists, brisk polling in Chhattisgarh first phase

● More than 67 percent of the electorate defied Maoists in Chhattisgarh to vote in the first phase of assembly elections that marked the start of the biggest popularity contest ahead of the Lok Sabha polls.

● Earlier Maoists had called for boycott of the polls in all 12 constituencies of Bastar and six in Rajnandgaon.

● The `None of The Above’ (NOTA) option, widely called the Right to reject, made its debut in Chhattisgarh polls.

Super Cyclone Haiyan: UN launches $301m Philippines aid appeal

● The UN has launched an appeal for $301m (£190m) to help relief efforts in cyclone-hit areas of the Philippines.

● The UN says more than 11 million people are believed to have been affected by the storm and some 673,000 displaced.

● Authorities had evacuated hundreds of thousands of people before the typhoon arrived, but many evacuation centres – schools, churches and government buildings – proved unable to withstand the winds and storm surges
