i think: the act or desire of being (systematize) proper (being prudish) draws attention towards faults ( in order to repress them). i think it should be C (as the word 'act' hints towards 'dramatize') :)

i thought: if Florence was 'oblivious' then how did it see political situations 'practically' and developed solutions (for the issues). also the sentence carries a positive tone. Florence is concerned about the government and developed realistic solutions for the issues faced by politics.
